The building is situated on the left bank of the Hrazdan River, at 1st Argishti Street. Construction of the new administrative building for the Executive Committee of the Yerevan City Council (City Hall) began in 1984, following a decision by the USSR government. The project was designed by architect Jim Torosyan. The construction was closely monitored by the leadership of the republic, including First Secretary of the Armenian Communist Party (1974-1988) Karen Demirchyan, Chairman of the Council of Ministers of the USSR (1977-1989) Fadey Sargsyan, and Chairman of the Executive Committee of the Yerevan Political Council (1975-1985) Murad Muradyan, who frequently visited the construction site.


Construction continued until 1991, when it was halted due to the political situation in the republic. The project was revived and redesigned 12 years later in 2003. While Jim Torosyan’s original design was preserved, it was adapted to meet contemporary needs. Construction resumed in 2003 and lasted approximately 15 months. The building was completed and put into operation on November 26, 2004. The new structure was expanded to five stories from the originally planned four and featured a redesigned 47-meter-high tower.


In 2002, the Armenian government decided to allocate part of the new building to the Museum of History of Yerevan. The museum, previously located on Mashtots Avenue (near School No. 1 named after Stepan Shahumyan), was relocated to the new building. The main exhibition of the museum was inaugurated on April 3, 2007.


The building spans five floors and covers a total area of 13,500 square meters. It is designed in accordance with national architectural traditions. The facade features relief sculptures, including images of the Tree of Life and the urban plan of Yerevan, and the names of Armenia's historical capitals are engraved on pillars set into narrow wall niches. The building is constructed from orange smooth tuff. In 2007, the project architects Jim Torosyan and Romik Martirosyan (posthumously), designer Henzel Hakobyan, and developer Gagik Galstyan were awarded the State Prize of the Republic of Armenia.
