The building is located at 11 Tigran Mets Avenue (formerly Old Barracks and later October Avenue).
Originally, the building was a one-story structure with a rectangular plan, featuring a system of rooms arranged in two rows around a central corridor. The main facade faces west and is divided by six rectangular openings, with the third from the left serving as the entrance. These openings are framed with borders, and a decorative cornice with a row of dentils accents the facade. The facade is constructed of black dressed tuff masonry. The ceiling is wooden, and the roof is covered with sheet metal.
In the 1950s, an
extension was added to the northern facade, including the addition of a second
floor. However, the architectural design of this extension is not harmonious
with the original structure.
